New car-related policies take effect from October

Increasing the car registration price by 10,000 VND per vehicle, removing the current regulations on calculating the localization rate of cars,... are very noticeable policies that will take effect from the beginning of October.

Car registration price increased by 10,000 VND from 8/10

Circular 55/2022/TT-BTC of the Ministry of Finance, amending Circular 238/2016/TT-BTC stipulating the price of technical safety and environmental protection inspection services for motor vehicles, equipment and special-use motorbikes in circulation; Evaluation and calibration of motor vehicle testing equipment takes effect from October 8, 2022.

Notably, all cars are adjusted in the direction of increasing the registration service price by 10 thousand VND/car compared to the current one.

Specifically: Trucks, convoys of cars (tractor cars + semi-trailers), with a tonnage of over 20 tons and special-use cars increased from 560 thousand to 570 thousand; passenger cars with over 40 seats (including the driver), buses; tanks increased from 350 thousand to 360 thousand; passenger cars under 10 seats increased from 240,000 to 250,000;...

Also according to Circular 55/2022/TT-BTC, inspected motor vehicles that fail to meet technical safety and environmental protection standards must be repaired and re-inspected. The cost of re-inspections is calculated as follows:

- If the re-inspection is conducted on the same day (during working hours) as the first inspection, then: exemption for the 1st and 2nd re-inspection; re-inspection from the 3rd time onwards, each re-inspection will be charged 50% of the prescribed price.

- If the re-inspection is conducted after 01 day and within 07 days (excluding the day off according to the regime) from the date of the first inspection, each re-inspection will be charged 50% of the prescribed price.

- If the re-inspection is carried out after 7 days (excluding the day off according to the regime) from the date of the first inspection, the inspection price is calculated as the first inspection.

Previously, on June 16, 2022, the Ministry of Finance also issued Circular No. 36/2022/TT-BTC amending and supplementing Circular No. 199/2016 of the Ministry of Finance stipulating the rate, collection regime, pay and manage fees for issuance of certificates of quality assurance and technical safety for machinery, equipment and means of transport subject to strict safety requirements.

According to the content of the Circular, the fee for issuance of inspection certificates for all types of cars will be reduced by 10 thousand VND/paper, applied from August 1. Specifically, the certificate of inspection for passenger cars under 10 seats reduced from 100,000 VND/car to 90,000 VND/car; other vehicles reduced from 50,000 VND to 40,000 VND/car.

Thus, when Circular 55 and Circular 36 both take effect from October 8, the cost for technical inspection of vehicles is basically unchanged compared to the time before August 1.

Remove regulations on calculating the localization rate of cars from 1/10

The Ministry of Science and Technology has just issued Circular 11/2022/TT-BKHCN annulling previously issued legal documents, including Decision No. 28/2004/QD-BKHCN dated October 1st/ 2004 by the Minister of Science and Technology on the method of determining the localization rate for automobiles. This Circular 11/2022/TT-BKHCN takes effect from October 1, 2022.

Thus, after nearly 20 years, the regulations related to the localization rate and the degree of fragmentation of officially imported auto parts have been abolished because the above regulations are no longer consistent with development practice. of automotive technology.

Previously, in order to implement the "Strategy for the development of Vietnam's automobile industry to 2010, with a vision to 2020" of the Prime Minister, the Ministry of Science and Technology issued regulations on the discrete level of components. The purpose of this regulation is to serve the method of determining the localization rate for automobiles (scoring according to the discrete level).

Currently, the documents regulating the method of determining the localization rate for automobiles are no longer suitable with the development reality of the automobile industry, because Vietnam still uses the method of calculating the localization rate. localization in clusters of locally produced details. Meanwhile, ASEAN countries calculate according to the total value of each detail.

According to experts, the abolition of these regulations is considered to be in line with the development and change of the technological process of automobile production and assembly of automobile manufacturing and assembling enterprises in Vietnam and in the world today to ensure transparency and reasonableness; does not create administrative procedures, convenient for state management in the field of investment and science and technology; ensure the treaties and free trade agreements between Vietnam and other countries.

However, the Ministry of Finance has sent a written request to delay the above deadline until a new decree is issued.

In addition to the above policies, which were adjusted from October 2022, in September, a series of new regulations related to cars and motorcycles also took effect. These can be mentioned as: 16-seat cars are not allowed to be converted into passenger limousines; When sending goods on passenger cars, they must declare both CCCD numbers or tighten non-commercial importation of cars, motorbikes, etc.
